Everyday experiences have fueled Rheagan Kindle’s passion to serve. She is committed to being a trusted voice for the people, guided by honesty, integrity, and a practical, common-sense approach to local government. Her leadership is built on a simple but powerful truth: faith in God’s goodness is the foundation of good leadership.
A Note From Rheagan
Hello, and thank you for visiting our website! I’m a lifelong Marylander and a proud Halethorpe resident. For the past 15 years, I’ve been blessed to build a life and family here with my husband. When our three children came along, I felt called to step into full-time motherhood, raising them and homeschooling them with love and intention.
While I stepped away from the traditional workforce to care for my home and family, I never stopped serving our community. As a tutor, childcare provider, and volunteer, I’ve continued serving our community and forging lasting relationships with local families, children, and neighbors.
I’ve felt the growing pressure so many of us face—rising utility bills, grocery costs, taxes, and fees that make everyday life harder. I never expected to run for office, but I can no longer sit on the sidelines. I’m running for my children, for our neighbors, and for a better future for Baltimore County.
As a parent and educator, I’ve learned the true meaning of resilience, integrity, and standing up for what’s right. I bring a fresh perspective rooted in real-life experience and a deep love for our community.
Priorities For Our Southwest Baltimore County District
I believe local government should empower neighborhoods, respect individual rights, and give communities greater control over the decisions that affect their daily lives. County policies should better reflect the unique needs of each community.
Public Safety
Our family lives here. Safe Streets is not just a slogan to us. These streets are where our kids walk to their friends' houses, and where shop owners lock up on Frederick Road.
I stand with Baltimore County Police and our first responders. I will not blame the officers who already work short-staffed shifts. I will fight for the staffing, equipment, and other resources they need. I will push for finishing the new Wilkens Precinct on time and treating it as a District 1 deliverable, not a Towson afterthought.
When businesses on Frederick Road are hit and cars are broken into in Halethorpe, residents should see more patrols. I will demand precinct-level response times in the budget, back the tools officers ask for, show up at the Wilkens Police-Community Relations Council, and credit the work our officers do every day.
Local policing works best when every level of law enforcement pulls in the same direction. I will never support county policies that obstruct federal agents including ICE, FBI, or Homeland Security acting within their lawful authority to remove gang members, traffickers, and repeat offenders from our streets. Criminals should not get a safe harbor based on jurisdiction lines.
Public safety is the first job of local government. No excuses.
Parental Rights & Transparency in Education
Parents know their children best. I have spent years in that role, raising and homeschooling our three kids, tutoring, and working with neighborhood families. Families, not a bureaucracy in Towson, should be the first decision-makers in a child’s education and upbringing.
Baltimore County Public Schools should not surprise parents. I will push BCPS to put curriculum, library materials, and family-life lessons in parents’ hands before they are taught, especially sexuality education, gender-identity lessons, and history. I will also push to honor opt-out rights without making families hunt for a form. If a school is going to keep a parent in the dark about their own child, that is not “support.” That is the system putting itself between a family and a kid.
While the County Council does not write lesson plans, it does control the county budget, half of which goes to the BCPS. As a council member I will fight for real transparency, stronger parental input, and Inspector General reviews of school spending, so that families can see both what is taught and how their taxpayer dollars are used.
Responsible Revitalization & Preserving Our Communities
District 1 should be a place where good projects can succeed and families can thrive. I will work with residents, county agencies, and responsible developers to repair what we already have and to welcome growth that strengthens Arbutus, Catonsville, Halethorpe, Lansdowne, Baltimore Highlands, and Woodbridge Valley.
I will push District 1 repair that people can see, including repair of neighborhood streets in Catonsville, Halethorpe, Arbutus, and Lansdowne that have waited too long, and roads around Maple Avenue in Halethorpe where families have already raised traffic and pavement concerns.
A countywide paving backlog does not help a family dodging potholes on the way to work. Fixing pavement, curbs, and drainage is how we show that Southwest Baltimore County is open for investment, not last in line.
Our goal is simple. Keep the communities people love, and make it easier to build the projects that help them thrive.
Accountability & Fiscal Responsibility
Families in Arbutus, Catonsville, Halethorpe, Lansdowne, Baltimore Highlands, and Woodbridge Valley are paying higher bills at home. They deserve the same care with the taxes they send to Towson.
More than half of Baltimore County’s operating budget goes to Baltimore County Public Schools. That is the largest check the County writes. The County Inspector General can look at other County agencies for fraud, waste, and abuse. The IG still cannot do that work at BCPS. The Council has already asked Annapolis, on a bipartisan vote, for the authority to close that gap. I will be a District 1 vote that keeps that fight moving and funds our IG watchdog to do the job.
I am a mom who balances a household budget. I will ask budget questions in public, follow up until answers come back, and vote no when government makes life more expensive. Teachers should be paid and classrooms should be supported. What should not be off-limits is how the rest of that money is spent. Every tax dollar should be able to stand a plain-English review.

Citizen participation in our elections is vital. Only about 55% of our Baltimore County Republicans voted in our last off-year election.
